Job Description

POSITION OVERVIEW:Located in the Inland Empire in Southern California, this position is responsible for leading the DC Human Resource department, with key accountabilities including all aspects of DC staffing, including Temporary Agency management, DC compensation & benefits administration, consistent policy & procedure administration by DC management, all Hourly & Exempt training, development & succession planning, compliance with all state & federal employment legal requirements, DC payroll & timekeeping programs, and all DC recognition/reward/communication programs. All of these efforts are focused on maximizing Associate performance to meet the DC business plan while developing and maintaining an open, engaging labor relations environment which remains issue free.
RESPONSIBILITIES:Training, development & succession planning:
  • All Ross Hourly training, both network designed & individually designed for the DC
  • All Temp Hourly training oversight via the on-site agency coaches & trainers
  • Exempt training, both DC & network designed, including facilitation of parts of the training
  • Succession planning, including SIT, MIT and high potential candidate development plans
Exempt & Hourly DC staffing:
  • Exempt up through Director level
  • Support & Production Ross Hourly Associates
  • Temporary Associates, including management of the Temp Agency relationship
DC handbook & policy/procedures oversight:
  • Manage the Associate coaching & counseling processes
  • Coach Supervisors on quality of written & verbal communications with Associates
Manage DC payroll & attendance management programs:
  • Ensure Sarbanes Oxley compliance with biweekly hourly payroll, including appropriate accounting of Hourly/Supervisor bonus programs
  • Administer the attendance management program fairly & consistently
Ensure DC is in compliance with federal/state labor laws:
  • Answer all Department of Labor inquiries
  • Minimize unemployment compensation exposure
  • Ensure WOTC program produces max credit to the company
  • Minimize EEOC/Lawsuit exposure to the company
  • I-9 compliance
Manage rewards/recognition/communication programs for DC:
  • Manage anniversary awards program
  • Co-manage the All Associate Meeting process with DCVP
  • Co-manage the Associate celebration events
Compensation & benefits programs execution:
  • Annual Focal Review & Mid-Year Review processes
  • Annual Wage Survey with local employers
  • Annual benefits re-enrollment & daily interactions with Associates on personal benefits issues & concerns

Job Requirements

  • Business undergrad. MBA or law degree helpful.
  • Strong communications skills (both oral and written)
  • Minimum of 8-10 years management/HR leadership experience in a similar retail production/distribution environment with multiple HR reporting subordinates.
  • Strong planning and organizational skills are necessary.
  • Excellent interpersonal skills are required.
  • Bilingual Spanish/English a plus for this environment
