International Fleet Compliance Manager

Job Description

The International Fleet Compliance Manager is responsible for ensuring UPS is in compliance with federal, state and local motor vehicle laws and regulations. He/She is also responsible for ensuring compliance with federal, state and local fuels tax laws and regulations. This position manages state and local audits related to job work responsibilities. He/She manages a Fleet Licensing Specialist & Administrative Assistants, as well as the EY Co-Source Team for Fuel Tax and IFTA compliance.

The ideal candidate will have five to ten years' experience in Fuels/Operating taxation, with a Master’s Degree in Accounting or Tax. We are looking for a self-starter willing to dive into the details of returns, systems and processes to understand issues, apply improvements to operating procedures with the goal of increasing the operation of the group at a higher strategic level. Of greatest importance are organization skills and curiosity.

Responsibilities and Duties

  • Manages monthly and quarterly compliance processes along with our E&Y Co-Source Team for state and federal tax reporting requirements for fuel purchases, fuel usage and mileage
  • Provides support for all E&Y tasks such as data pulls, reviews all returns and coordinates external and internal support issues
  • Manages the vehicle registration and titling application process for fleet vehicles assigned to UPS Inc., UPS GF and UPS Cartage Services Inc.
  • Reviews and approves all internal applications for base plated units (7 states for UPS Inc., all states for UPS GF & UPS Cartage services were units are registered)
  • Processes all IRP renewals for UPS’ tractor and trailer fleets
  • Coordinates the distribution of renewal registrations to the districts and vendor scanning for Websir access
  • Renews yearly IFTA licenses for each IRP tractor fleet and coordinates the distribution of the decals
  • Renews yearly Universal Carrier Registration for each active DOT number
  • Reviews and approves new vehicle invoices per the required Corporate Automotive Appropriation
  • Engages with state and federal auditors as required to review and provide the requested documentation, including all IFTA and state fuel and mileage audits
  • Works with Corporate Automotive and external vendors to address invoice payment concerns
  • Works with Corporate IE to assist with the new vehicle paperwork as units are delivered
  • Follows-up on notices from various state agencies
  • Assists with state vehicle grant programs to provide the required information for submission
  • Reviews and approves/signs-over title ownership for disposal units
  • Provides guidance to districts regarding vehicle registering and titling as needed
  • Assists E&Y with reports and guidance on notices as needed
  • Prepares accrual entries for expected fuel refunds and various mileage and fuel returns

Knowledge and Skills

  • Bachelor's Degree (or internationally comparable degree) 
  • Master's Degree - Preferred
  • 5 - 10 years' experience in Fuels/Operating taxation - Preferred
